Felih looks at the Exarch dubiously. There's just so much that doesn't make sense. The Exarch must have Allagan blood- and someone had to send this tower across time and space to reach where it currently is. If it isn't the Exarch, then he doesn't know who else could be! Besides, most of the Exarch's mysterious behavior leads him to doubt much of what he says.
